It's worth pointing out that lifestyle can affect this. From a US standpoint at least, Asian and Jewish families tend to push their children harder towards education which, in turn, tends to return better IQ testing results, and thanks to a history of racially self-segregated wealth distribution as a community they've generally had more opportunities and much more accommodating environments. This is one of many aspects that people nowadays refer to as 'privilege'. 

Once you get into demographics that show more of a historical sense of poverty, they've needed different sets of traits to stay alive that in turn became gregarious based on the stressful aspects of that environment. The minimum wage lifestyle in poorer economic areas sees a can-do attitude as more gregarious than a high IQ naysayer who's likely been rendered depressed by their circumstances, so guess which is more liable to have children? To push this even further, poorer neighborhoods even still have shit like lead paint, which children eating quite literally leads to mental retardation in ways that are bound to further offset the average. 

I'd argue that it's more of a matter of cultural economic history perpetuating itself than race that's led to these numbers. Different environments demand different traits, so if you want to see people dig their way out of this then you need to change what's considered the standard, take a page out of Will.I.Am. and install engineering schools in poorer neighborhoods so that intelligence looks practical enough to push as the new Darwinian standard.

Success is gregarious, it's what people look for when they make babies, and without new paths to take you'll just see history repeat itself through sheer ingroup peer modeling. Change the idea of success, offer them an environment that caters towards it, and you can change an entire body of people over the span of generations. 

Still, if we were to go further and use these IQ figures as a comparison for their ability to affect larger bodies of people and otherwise innovate the world, doesn't this basically support the idea that Asia > White?

Much like the race situation, this is bound to become better as society sees them as less of a secondary member of it. 

With less of a sense of perceived oppression, it becomes easier to focus on academics from having less of your mind stressfully partitioned in that area.

I never said what caused blacks to be less intelligent and capable, just that they are. Even if as a whole the black population is dumb because their environment made them dumb it still means they're dumb and other races are superior, like some dogs are superior to other dogs.

But what's the point in talking about genetics and races if it's likely the difference in IQ is mostly caused by environmental and circumstantial effects? Turncoat went into both long-term and short-term environmental effects. So I do think it has something to do with your post.

The point of it was to show short-term factors such as education do matter, since you seem very keen on writing them all off. Perhaps if you took more than malnutrition into account you'd find that a larger portion of the IQ variability than you think comes down to something other than race.

Also, the article quite explicitly stated it was looking at the effects of additional years of education on IQ. It wanted to answer whether "this [correlation between education and intelligence] is because education boosts intelligence or because individuals who start off with higher IQ scores are likely to stay in school for longer.". They used, for instance, data from when mandatory schooling was increased in Norway.

Heritability as a concept is also more complicated than just being about genes. The environment plays a big role in various ways and it's not always easy to account for it. You mention twin studies, for example, but just like with adoption studies these tend to neglect low socio-economic families and people.

What is your explanation for the IQ gap, it's both hereditary and environmental or that it's mostly environmental? If you had to put a number on it, what percentage would you say is caused by genes vs environment? Even if some small part of the IQ were environmental and I would be willing to even grant that, it would still mean blacks are stupid because of mostly genes.

What percentage of retard upbringing would you say is caused by genes vs upbringing?
