You could do it systematically based on a check list of symptoms and the way they manifest along with then referencing contacts the patient has had with other confirmed cases, but there would be error in this process.
The fundamental issue is a lack of supplies including test kits, so I would assume no one really knows how many have been infected.
Diagnosis does not necessarily mean tested and confirmed, so 154k could be diagnosed while 24k (current cases in Mainland China) have been confirmed via tests.

Most likely nurses did a bulk of the diagnoses and from my experience they're not experienced enough for it
I've been crippled from lyme a couple times and both times the nurses not only were convinced I had a cold but refused to do blood tests for lyme. In comes an actually educated doctor and my blood is drawn in 5 minutes.

I took micro with nurses. Nurses are primarily caregivers, not ver good at medicine or biology. Basically nannies for sick people.
