That doesn't mean that the person can't know that you are talking to her.
You can make subtle comments, even using sarcasm, to a person. You are being passive-aggressive because you are not in confrontation. Work place is the most common this happens.
Passive-aggressive is not saying something to someone who will never know what you said because you did not told it was for her.
