There will always be sex... no matter how much someone says "have abstinence". It i a source of economy for some women. It is a source of pleasure. It is a display of love. It will not end. I think this 1.4 BILLION dollars should be put to better use than telling people in underdeveloped country to not have sex.

less birth contorl means more population growth which means more starvation and less resources in the future which means more foreign aid in the future

There are plenty of bigger wastes of money out there, but yeah. Governments need to stop spending money on everything that they can possibly spend money on.
