I don't think it is manipulative to steer a conversation. I can steer conversations and I don't feel manipulative. I know people love to talk about what they want including me. It is then easy to manipulate them by considering what they want I guess. I wanna know what they want so I can better make them have a good time.

people love to talk about themselves or something they are interested in
if you are aware of this during your conversation manipulation is easy
just guide the conversation toward something obvious, like their car, or clothes, or shoes.
sometime they even bring up the subject, recognize it and encourage it.
they will yack away and basically forget about what is going on while you strategize about your next move.
how to use this skill is up to you.
example, someone doing a home inspection, getting the inspector talking and not doing their job, time runs out, done.
