It's a really complicated process. Someone said they got it to work by sticking a crayon up their nose.

you must draw a pentagram on the ground and shout "your chest is adequate and you are emotionally mature luna" 5 times until you're blessed with forum chat joining.

I recommend trying to stick a crayon up your nose at least once before going this route though, it's faster and easier as long as it doesn't get stuck.
