I suspect that this is the secret agenda of the government: foster an environment of contention and anger leading to violence, whittle out the population, probably the undesirables of future society, provide a platform for politicians to bolster polls and gain votes and government grants and higher taxes, law enforcement gets to come into schools and enforce any sort of infraction (even taking down a student in class while they sit in their desk...you know the story), and a whole host of other conspiratorial master plan shit I've barely touched on here.
No, no, no!
You have to meticulously plan out every murder, leaving gruesome remains with no clues. After a few years of this, you gather up multiple people all at once and leave them in various extremely slow moving torture traps. You commit suicide with a note that leads to a clue of where the first person is hidden. The first person has a clue, but the clue has a time limit before destroying itself, creating a sort of time chain between each person. If they find a person early, they get rewarded with more time, but if they miss one, the trail goes cold, and an unkown amount of people are doomed to slow, torturous deaths. You will be guaranteed to never be caught, and your greatest work of art shall become greater through both either the failure or success of the investigators.
For added shenanigans:
Abduct the wifewife/girlfriend/children of the foremost detective on your case. (1b)They may only have parents, and in this case you should not commit suicide and take the taunting evil villian route as you stand over their mother and/or father. Be warned, this route may end up with your plans foiled, and the hero cop striding off to save the day again
(2)Make all your targets only children for the extra horror created. This can be easily combined with option 1b.
(3)You could change all the murders to a sort of "Rape and release" jam. I think this is easily mashed with option 1b, but I would not recommend meashing for option 2, because even I have standards somewhere.
(4)With a lot of extra work, you could murder someone else and make it look like a suicide, so they could get all the blame while you masterminded further horrific crimes, revealing yourself to thr public eye later. You could even do this multiple times, creating a massive looping strings of murders and murderers that will leave the world scrambling to understand the genius of your acts.

Brenda Spencer committed a sniper attack at Cleveland Elementary School in San Diego in 1979 and was 16yo at the time.
Heather Smith shot her ex-boyfriend and some other dude in 1985 at her Washington State high school before committing suicide. Chicky was 14.
Laurie Dann shot children in Hubbard Woods Elementary School in Winnetka, Illinois in 1988 and was 30 years old at the time.
Jillian Spencer, who was trained in the Army Reserve as a sharpshooter and 19 years old at the time, opened fire on random students at Penn State Uni in 1996.
Latina Williams, a nursing student at Louisiana Tech Institute, killed two classmates in 2008 and was 23 years old.
Amy Bishop shot six colleagues in the biology department at Alabama Uni.

These women are not classified as high school shooters.
Brenda Spencer was 16 but shot up an elementary school she used to attend.
Smiths was more of a children's romance gone wrong and mostly forgotten.
Dunn shot up an Elementary school she had no connection to. Must have woken up with an urge or something.
Jillian Spencer shot at students at a college she didn't attend. Boredom, maybe?
Bishop shot her colleagues.
Williams did attend the school but it was not a high school.
There was some girl in 2014 that wrote in her journals that she wanted to be the first female shooter and blow up the canteen. Teacher saw her and she was shut down.
So I mean, you could totes do it and still be the first female shooter :D
