I feel that when someone cracks said joke about being bald, they are in fact expressing an insecurity which needs to be exploited to it's fullest. Primarily the first response should display no laughter unless you have mastered the arts of ridicule in your voice. There is to be nothing funny about someone else expressing insecurities from the perspective of relieving tension.
The core effort should be focused on ignoring the person, and at best, making them feel even more insecure, such as reciting facts about bald people and early death due to depression. This will free up the nations resources much quicker, and you will be able to chase your sociopaths desires much more freely. It is all about contributing to the effort. Do your part.

I'd almost rather a person be too serious if they don't have a natural talent for being funny, then to try to be funny and end up saying something that is sure to make me roll my eyes because I'm unwilling to fake laugh. It makes me look really bad, and then I can't help thinking that if they would just stop trying to be funny, they wouldn't end up putting me in the position of showing just how unlikable I am.
Here's one that dorky bald guys like to use when they find out I'm a hairstylist: "Think you can do something with my hair? harharhar" smiles like they are the first bald guy to think of that
It depends strongly on if they're unfunny from nervousness and trying to fill the silence, if they are under the false impression that their jokes are actually good, or if they are fully aware of how painful bad jokes are.
Nervous unhumor is cute, and aiming for eye rolls is a humor of it's own. Humoring someone's delusion of being a natural comedian however's only as fun as the potential to mess with it is.
I laugh enough at my own jokes to make up for dozens of glaring faces.

If your point is that annoying and pointless distractions shouldn't be dropped on you when you're trying to work, yeah. I agree. I don't do that when I'm paying a professional to showcase their craft for me. Distracting somebody who's trying to work is rude.
Exactly. Been always perplexed by people's humour thresholds (it's usually laughing at skin-crawlingly unfunny shit, while not getting at all / being offended by actual humour.)
Myself, i'm far too lazy to arrange my facial muscles into expressions (there's only a very small number of select people i'll go for that extra mile for), so even though i laugh my head off inside my head a lot, people peg me as a humourless bore. Which is perfectly fine as they won't push their lame shit any further. (I think they call it poker face. Not that i played poker since i was 20 or so.)
Then there are those moments of uncontrollable laughter when your face hurts and your insides explode.
