The quantum is the lowest measurable unit of electromagnetic energy.
Typically when we look at energy, it is travelling as fast of the speed of light, or a little less based on resistance and so forth.
A wave is a mathematical representation of energy.
So, electromagnetic energy, is basically electromagnetic energy. I only know the fundamentals of light waves, having different frequencies, so I am unaware if things like inductance, capacitance, effect light or the quanta. Resistance is easily seen as anything opaque. Frequency effects the color spectrum. Red, blue and so on, all have a different wave length. It's how they determine galaxy distances, with red shifts.
Scientists have slowed the speed of light significantly using temperature effects, so capacitance may have something to do with temperature, or it may have something to do with lets say, black holes or something? I don't know for sure.
When people envision quantum mechanics, sometimes they are referring to action at a distance, with no currently known mechanism or explanation to bind them together.
