I'd argue otherwise not from definition but from common usage. It might mean yearly, but it's conversationally used for celebrating the distance from the original day.

You used the word "implies" instead of "means". Implication doesn't have to conform to a dictionary if it's conversationally used otherwise.

Imply is closer to what comes to mind when it's discussed.
