He's taunting you to change things. Either:

A) You end up banning him, proving that this place needs "moderation" by having you sacrifice aspects of your prior integrity.

B) Let him keep going on like this, allowing him to continue the constant attention seeking behavior and desperate graspings at control, believing himself powerful from no one being able to "stop him". Ignoring him seems to make his desperation escalate, and the negative attitude following it from others along with words like "terrorist" and "rapist" are only pats on the back for his behavior.

He's too stupid to be reasoned with.

What if individual users had the option to ignore others. Would that be some kind of happy medium?

I kind of think he'd hate that because it takes total power away from him. He wouldn't know who was ignoring him and who wasn't.

However he already directly asked Luna to make an example of him.  So if Luna IP bans him, it's not Luna choosing to moderate, she's just respecting a user's personal request.

If Luna asks if she should IP ban someone and he pretty much says yes do it, why not take him at face value?
