I cannot say that I am surprised. I would venture the opinion that the government did not even need to buy Skype to use it as an intel tool; rather, they most likely bought out the company because it makes espionage more convenient, judicially, and in terms of PR. "Skype is our company, and we are legally entitled to monitor activities conducted by its users, by the contractual agreement accepted for its use."
Decades ago there were two "superpowers." The US, and the USSR. Now there is only one, and it does intend to maintain its supremacy, by any means necessary.
