what browser are you using? is it updated?
Have you tried disabling FW and AV? Turned the router/modem off and on? Can be tricky to pin these kind of problems down. If it works through wifi on your phone, at least you know the problem is with the computer. Release and renew DHCP? Also, you could connect directly to your modem or router with a cable to see if wifi is the culprit. If it still doesn't work you can then try fail safe mode.
Tried pressing F8 and rebooting in fail safe mode? If it works there it's some application causing it, probably antivirus or firewall. Try then to disable these...
Otherwise I assume you have tried with different browsers? On thing that sometimes helps with connection problems is to wipe the DNS cache. This can be done manually or with applications like e.g. CCleaner.
I've been unable to keep a connection with the chat lately (past 4 months or so), just keeps connecting and disconnection ad infinitum.

I've had a adware trojan on my pc a while ago that changed default browser settings on my PC could it have caused this too?
