Clearly you mean anti-hero, as it'd be at odds against "good guys" that fit the target list. It would make an interestingly conflicted character for other heroes, since half the time he'd be a friend and the other half a foe (The X-Men especially). If you aimed for this to be written as purely superheroic it'd become like Captain Planet through another lens.
...on second thought, go for the Captain Planet rip off, that sounds way more entertaining. All the villains were so over the top that seeing it through this agenda would be amazing. Could even have a cameo from The Blob:

So I've come up with this idea of a superhero that saves the day and protects the lives of thin, able-bodied, beautiful, intelligent,white and priviledged people, from the evils of the fat, autistic, retarded, black, transgender, unattractive people that bring many misfortunes and detriments to the superior worthy ubermensch.
I've decided to dedicate my life for the betterment of those who have an actual contribution and significance to us, like any true benevolent God should. I'm going to describe my duties as the new saver of the planet with the villains that the techniques will be used on in the title:
Obese people:
- Prevent them from blocking escalators, elevator doors, streets or making elevator cords snap, making buses lean sideways, or accidentally sitting on children / pets by applying flying kicks to the gutter / throwing burgers in the opposite direction as a diversion tactic,
- Discourage them from coming out of the house by placing brocolli / vegetables on the doorsteps, setting up treadmills on the doors so they infinitely try to walk away but lose weight from walking on a treadmill
- Shame them in public by challenging them to find their own genitals / touch lower parts of their back and have the public laugh at their failed attempts,
- Use their hippo energies by sitting them on electric generating bikes and holding a hot pocket in front of their eyes for motivation
Autistic People:
- Tell them that fluttershy or sonic doesn't exist, have them kill themselves
- Place the pieces on a puzzle slightly not the perfect angle and watch them throw a screaming fit then give them a gun to off themselves
