is it possible to track a cell phone using only the number? as in not installing a program on the device but using a computer to track a phone number?

police/feds/phone company/NSA? - yes

PI/regular person/someone that doesn't know anyone from the first group? - no

 

 

(12 digit phone number called a few weeks back when i was sleeping and i was wondering if its possible i'm being tracked. gps is turned off)
