Josh and anyone pretending to be him are the only puppets I mute/ban. Why? Because the majority don't want him here and he has spammed the forum numerous times.

I think you should just let the puppets through... the forum is sort of designed to allow quick and easy access into the forum...
The only real reason I can think of to ban someone is if they try and make the forum entirely unusable, such as rapid posting the same unintelligible thing a thousand times in a row in chat, or spawning twenty new topics, and so on...
Probably make your life a little easier as well... the puppets are only puppets because they get a kick out of it, they probably get a bigger kick out of messing with you...

I don't know what the forum admin features are, but if someone becomes an issue, you IP ban, then you block proxy access.
I think we've stumbled upon the paradox of TK's situation:
She is admin due to Josh's spam, but she can't ban him properly, so he continues to spam. She is therefore useless.
We might have better results being nice to Josh, rather than banning him all the time. Then we could go back to the way things were before moderation/censorship.

You keep saying that, but surely you're aware that if you were admin you couldn't do anything different than I am. Yet, you continue to complain about it as if you could.
You haven't offered any other solutions because you know there are none. Your continuous complaining is what's useless. It's not solving anything.
If I remember correctly, the problem addressed originally was that his style of posting was likely to scare off newer users.
I'm not sure if "learning to live with it" will fix the original issue. As much as the current "bandage" answer doesn't fix it for good, it does keep the place cleaner.

As Ramirez said, the job is impossible (at least through these means). I haven't been complaining about how things have been being handled as I saw that in advance. If you aim to change anything, a different approach is needed.

I believe I've done a better job of keeping josh at bay than Luna did. For two reasons:
1) I have more free time on my hands than Luna has to keep an eye on things here.
2) I'm not emotional like her. I can take the heat here a lot better than she can.
These are the reasons she made me admin.
I don't see it as 'tasting my own medicine' because I feel that I am doing a good job here. Where as I saw Luna as too soft and emotional.
I expected to take some heat here when Luna made me admin and that's okay. If anybody else had been made admin they would be taking the same heat as I am.
