I hardly think any ISP are monitoring this site. The police could be from time to time, but I doubt even they would be too worried about most of the shit that is said on here.

The old host had a rule not to speak of illegal actions or use foul language. There is no law that says you cannot talk about this. Or do you expect the cops to jail you if you don't us proper language?
It is not the least illegal to discuss crime. If it was, there would be no news. But it is up to the host to set the rules. Rules are not international or national law.
Depending on the country it might be illegal to actually plan a specific crime. I have yet to see that done around here.
