There's probably only around 10 victims. First he broke into a house, then he robbed it, then he vandalized it, etc. That's really only 1 victim.

I saw a documentary about how kids are very different from the adults they'll grow up to be. Their personalities and inner workings, including empathy and logical thinking, are not developed. It's why they should have it a lot easier than adults from a legal pov.
