No, humans go through different developmental periods. age is an important but not defining factor. Many sociopaths showed signs as a child but not all children who show those signs grow up to be sociopathic. Teenagers tend to be impulsive as do white males in their late 40's (midlife crisis)

Age is measured by time so I believe that would indicate it is also a number!

If someone would tell me they would deny themselves an attractive 13-16 year old if no one EVER found out and it was purely consensual then they are liars IHMO.

If someone were to tell me they would deny themselves of a 13-16 year old wine I would believe the same!
