It means that it pretends to be a certain kind of game, not that it pretends to be a game!
I'm pretty sure that title implies that Candy Crush is a game that as a front it appears to be friendly and all about the user, but in truth it is a game that induces addiction in the users, so they end up paying to play it more than it's worth.
