Already quotes about power....

Come on guys. No one wants what we can say to be restricted to much. No ones asking for inappropriate words to be blocked, but unless we make certain requirements for threads then we're going to see the current decline continue.

There's a difference between cleaning the board up and restricting everyone's rights significantly. 

I am 100% against anything here that requires enforcing rules.
