Were there changes implemented that caused the chat panel to open automatically when you sign in?
I personally never really got to enjoy that live Chat yet. My keyboard died after a hard battle with type 3 broken cable. I tried to revive it without tape to keep the revited wires separate, and fried they keyboard. After sheding a tear drop, I broke out my spare keyboard. Now the spare keyboard was doing some weird things, like multiple key commands. When I hit enter I get - as well. That was fine, and I was able to test the chat. Now they keyboard is splicing other commands with other keys. When I press the "i" key, it commands my PC into sleep mode, and "k" does KB while toggling my cap lock. It appears my so called standard keyboard only has drivers that is supported from 98 to XP while i'm on Windows 7. I'll get a replacement tomorrow cause it seems like I'm missing out.
No changes were made to the chat since it was launched.
The chat panel being open is based on its memory of whether you opened (or closed) it before. This memory only applies to people who are logged in - anonymous users' opening/closure of the chat panel are not remembered.
This is why people can trick the chat panel into thinking they have it closed by having two tabs of the forum and closing the chat panel in one of the tabs. So when they change pages (or sign in), the chat thinks they have it closed. It's opening automatically for you because it remembers that you opened (and didn't close) it the previous time you used the chat. We're hoping that's what you're noticing.
