People would do what we do now. We follow the expectations of those around us who matter most first. There are already rules "voluntarily" followed by nonprofits, govt, church, business etc. People stick with what is comfortable first.
Even people who want to go batshit crazy and loot would check with their friends and see what they are doing. So the strength and organization in communities would decide which are going to be stable and which are going to go nuts.
Look at what happened in Louisiana with Katrina or LA with the riots.
The people in govt like police and military who take their vows to heart will continue upholding laws for sake of the public good and conscience. Maybe even more so, if they fear social stability is at stake, they may go into overdrive.
Same with Christians or other JW and cults that follow certain leaders or connections with God - that won't change. They will still turn to the same groups.
And the independents will still do what we do know. Sit around and type on the boards, watching the rest of the world fumble and fuck themselves up trying to figure out who's on top and who's bullying whom and needs to be stopped, etc. that won't change either.
The rules are already optional. We are under natural laws, and all these other rules are relative depending what groups or authority you bow to.
Yes, the rules are optional, but the consequences are not. If we get caught, we don't get to decide whether or not we should go to jail. You cannot possibly compare what people do now to a world without rules. In a world without rules the consequences depend entirely on our ability to survive.

by MissI'd say that the first reaction probably be that crime would increase and people would start killing and being territorial.
After a while I think we'd calm down and learn to coexist.
I think the opposite would happen. It would spike at first, then quickly even out again as real punishment is administered by average joes; but then, after some time it would spiral downward until we re-established laws/rules and gave honest men the authority to hunt wolves again
