Nero was the big exception during the time christianity was persecuted. He is responsible for most of the deaths during the persecution. However christianity had problems with the romans for alot more time then he was in power.
The big fire was also possibly Nero burning the city to make space for the fancy new palace he wanted, though there isn't concrete proof of that. Knowing Nero though I'd say its not unlikely.
