The premise is the link is to a picture of your hand holding a piece of paper with your writing on it... correct?
Then like I said, there are practice tests.
I seriously doubt that many fail the test that ACTUALLY want to pass it... the thing is that the test is required to be taken in many schools... and kids that don't wanna be military just bunk it on purpose...
and you can't fail the asvab for being overweight, having a criminal record, not passing highschool or not being a US Cit...
The asvab is a general competency test... the other things you listed are base requirements for getting in. When I got in they were accepting people with GED's... I don't know if that's still the case now though.
