When you're in school your environment of people's much smaller, having you held significantly more liable for the more localized misdeeds. The name in the wallet in such a case may even lead you to someone you already know in this case.
not for me lol, i stole from everybody in elementary school. i would fish through my bag as everyone left for recess and wait for the classroom to empty. then i would steal things that i liked and that people had an emotional attached to, sometimes just to throw it out in a random garbage can. i loved going through other peoples backpacks
The people I saw into that sort of behavior slowly developed a reputation for themselves.
They mostly stole Magic cards when I was in school.

They weren't directly caught, but word spreads if they had the nerve to not keep it purely to themselves. Thieves also tend to have tells based on their familiarity and comfort within those subjects, just like any other archetype really.
They also largely got away with it almost scott-free, so they never really had to learn that lesson. Usually how word spread was from them selling their stolen plunder.

If you found a wallet would you return it and why?
Yes. I would've wanted my lost wallet returned if it were me.
