In what way does the Joker film promote inceldom? Have you even seen the film itself? The movie shows no references to inceldom or even racial views.
The main character is a man who suffers from a medical condition that makes him laugh, a crazy mother he takes care of, and he's trying to be a comedian, but because of the way he acts and his medical conditions, as well as his financial status, he is easy prey to be messed with. The only thing helping him was the welfare and with it medical care, but those social programs are cut when the city's economic growth is declining.
The only thing remotely related to "inceldom" if you want to stretch it, is when the main character has a dilusional fantasy that he has a romantic relationship with this one girl that lives in the same apartment complex as him. Even then, it was nothing related to him getting rejected and harboring sexist views of women.

In regards to Phoenix and Heath Ledger, I consider myself a fan of both films. Also, Heath Ledger's Joker is also tainted by incels so by your own logic, The Dark Knight must be a garbage film.
I couldn't say Heath Ledger or Joaquin Phoenix are better than one or the other, because their roles albeit both Joker take on a different style. Heath Ledger plays a more action based role, while Phoenix is merely playing a character in a case study that isn't meant to be canonical.
