She didn't have to try to get in the way of Ariel and her man.

She gave Ariel exactly what Ariel wanted, and taught her a lesson that sometimes you can't get what you want. In the original story she even hesitates to give her legs
She didn't have to try to go for her man, there was no reason to do it other than to be mean.
While a lot of Ursula's actions are arguably justified, that's where she personally stepped in and did more than was necessary, for fun.
Scar from The Lion King. He was actually treated very terribly by Mufasa growing up and has an interesting backstory and awesome song scenes.
Scar's only real crime as a leader was not being good with allocating resources, and if he'd played the game more patiently he could have tried to be Simba's friend and usurped the throne that way instead.
Scar's more pride and decadence than he is intelligence, and largely in flaws shows himself to be sloppy.
