Yes. But in the sense that a man and a woman were made to be together which secures the success of our species.
When asked I would say there are countless potential partners for us right now. Who would we like the most ? It won't matter if you never meet them, but we'll at least like our partners for however long it lasts.
In short, so long as it's functional it's meant to be, and even more when both parties are pleased with one another.
I do figure out there that there's liable to be that certain someone who's near-perfect synergy for another, but even when you ignore how much race, diet, climate, history, and lifestyle affect context... the odds solely handled astrologically are insane to figure.
Even just factoring Sun, Moon, Ascendant with houses that play straight, and Lilith solely... you're looking at 1/20736 people. With cusps it becomes even larger, with atypical houses even more so, and then there's if more people are born at certain times of year than others offsetting the odds even further.
I believe you only get so many chances in life.
