after the first term of senators is elected, id like to create a few bills which lays some ground rules of the new republic. i think at that time we can formalize the true rules which will dictate what allows people to get banned etc.
as bills are introduced and approved, i will try my best to follow them. if a bill is passe that i am unable to follow, then i will veto it and explain why. you might say that my vetos are an attempt to hold on to power or something, but just please keep in mind that the act of creating the senate is an excersize in giving away power-- and the only thing that will stop me from following the will of the senate will be resource limitations such as time required to impliment a bill, or bills which i believe would harm to the republic.
after the senate has matured to a point where it seems to be able to function on its own, i will step down and remove myself of veto power. we will probly modify the bz software such that when a board creator creates a republic, they automaticly lose their creator status. this will enable all future repulics to TRUELY be republics.
so to answer your question, all are welcome, but it will be the rules established which dictates what actions are okay on AS. one of those rules i will be writing into the first bill will be something like the following:
1. Topic authors should state if they want their threads to stay on topic, and treated seriously. If they state that in the OP, then trolls and spammers must not attack or otherwise harm the thread. The spirit behind this rule is to allow threads to be places of serious debate and discussion. If trolls and spammers are permitted to post anywhere they want, it will be impossible for anyone else to operate, and thus they will leave. Because we want a forum that is more than just trolls and spammers, we must take measures to prevent them from participating in bad faith, or otherwise interfering negatively in serious topics.
2. Users shal not engage in spam as defined by the senate.
3. Users shal not engage in doxing as defined by the senate.
4. Users shal not engage in shock art as defined by the senate.
4. The senate is to elect 2 "consoles" every 6 months who's job it will be to maintain the peace and security of the republic. This includes the ability to moderate, and to appoint moderators. Consoles will work under guidance from the senate to determine what is and isn't appropriate to moderate. Consoles will be unable to ban senators or their co-console. Consoles can undo bans as a means of checking the power of their co-console.
These are all i can think of for now.
so if Xadem can follow these rules... then i wont be the one to exile him... as for the others you listed... of course they are welcome including yourself :P
