Okay, as a fellow Matrix enthusiast, two things to say.
The short thing: You won't unplug mentally ill people, because their connection to said Matrix is already dubious.
The long thing: There is no unplugging from 'The Matrix', it's two servers. The 'red pill' world is just another server, and the argument Morpheus makes in your quote is hardcore expressed by Niobe and others over Zion. It's also why Neo had enough power to stop red pill world threats with telekinesis; that world is just as fake and no one is unplugged.
Those who demanded suffering, were granted it by a cultist group led by The Oracle from before she defected from the system (more yin/yang shit). With their understanding of the Heaven and Hell Matrix via The Merovingian was how the system adapted.
In case this point was otherwise missed, watch Matrix 4, Animatrix, and read the comics. It's clear enough in the trilogy but the surrounding material tried to emphasize Wachowski arguments.

The Trainman is a P2P connection if not otherwise some connection between red and blue worlds. When Neo tried to use Blue Pill World powers in a Red World, he passed out and woke up in said P2P connection, which is their philosophical equivalent of both Limbo and The River of Souls.
This connection was used by The Merovingian to transport programs from older Matrix to newer ones, meaning a connection between Matrixes already is established canon. With The Merovengian's connections to Hell and Afterlife symbols, it's easy to see why he'd have connections to The Trainman.
Red Pill World, Zion, IO, are all fucking Matrix subservers for the niche sort who cannot find comfort in a 'perfect' world, because inherently they are all damaged enough to expect imperfection where it quote unquote 'does not exist'.
...and they became a fucking cult out of the perceived desperation, even demonstrated in Blue Pill media as terrorists in the first movie.

TLDR; Cypher Was Right.
The Red Pill World is their modern equivalent of Hell, Blue Pill World is their confused idea of Heaven, and both are servers. The Wachowskis are both aware of Christian motifs, it's all over their work it floods it... so really, look at Red Pill World and tell me it's not Hell made of metal.
FFS listen to how Smith describes 'perfection', it's Bible symbols. Morpheus is a cultist via his connection to the human weakness of Dreaming, having had many a 'Neo' before him killed as Cypher watched in horror... leaning on him as a symbol is Satanic by contrast to Cypher's atheism. The Archetect is meant to be God, you supporting Morpheus is Satanic and that's why Blue World handled him as a terrorist.
Dude, Blue is the color of the sky while Red is classically the color of sin, wake up. Even the Red Demon/Blue Demon motif were both demons, but one of passion vs one of calm. Learn who the Wachowskis are, they love classic philosophy but grew from a foundation of Christianity. The Red Pill types even met in Nightclubs and shit, dens of sin chaos and rebellion.
When you consider how Angels are written to act, they behave identically to Agents, making Smith literally Lucifer. Angel and Agent even have the same first three letters, it's fucking OBVIOUS.

The only symbol that's hard to pin down is The Oracle, which fits behaviors more akin to non-christian faiths, almost an Eastern faith to contrast the presented world (and a black woman to contrast the archetect's white masculinity and represent Eastern/Wiccan balance). Even her Angel-Bodyguard is asian (yet more Angel motifs for an old server Agent). The Oracle is basically Satan, in the sense of Not-God, while Agent Smith is Lucifer and acquires Satan's power.

By the way. In Matrix 4, the real world was cooler, with the machine people from 01. Plus they can visit the Matrix and program it so they can have anything, including cold hard cash, eat some steak, so it's the best of both worlds.
