I think it could be similar to SC in that its just 100% free and is a service to the world... it runs cheap but works... open source swipe based matched dating with the intention of destroying the match group's evil monopoly
the concept alone is not really hard... just let people create profiles, post pics, swipe on people nearby, and have a messaging function...

Dating sites are a decent racket for passively collecting cash from it's userbases, even if working off of donations.
If it is going to be a 100% free service, it will need some good security and anti-harrassment functionality. Otherwise, it will just be spam and fruitless efforts to exclude people who can just get around filters and blocks. A lot like you see on other platforms. If AI gets good enough, then you could leverage that instead of needing heavy moderation oversight to keep it usable.
But even with having no pricetag, even with generous donations keeping it afloat, if it doesn't have some hook to it, some distinction, it wouldn't likely gain enough traffic unless you can tap into more of that frustration with subscriptions and their services. It's the route a lot of these "free services" start off as. It would end up being a limited free plan to start, and then expanded services with subscriptions, or else deluged with advertisement.
