Welding won't fix those rips, nor the smell I'm sure it has. 

Why would you ever weld a chair that has torn upholstery on it? Who wants to fix such a thing? Or relax on something that is worn and used, like some kind of grimy slop. Is it worth welding, if buying an entirely new version would only cost about $75? Whoever did this is clearly insane.

Maybe a poor college student that has a friend with a welder would fix it up
