There are a lot of obscure wikis that have links pointing to the old sc. (encyclopedia dramatica, lolcow wiki, surely older members know more) Someone could go and change the links to point back to here.
Some cross-advertising on more popular forums could work too.
Discord has brought new people in, but they don't really stay.(adolf,raj,dee made accounts posted for a bit then left) So maybe we should be more interesting.
I added links to 8chan a few months ago
/b/ got deleted after everyone migrated to /b2/ in an unprecedented and successful action to spite the BO and mods. We could advertise there but it'd have to be subtle and not just plan link posting.

If we know that users are going to come here solely for that, maybe the requirements for it ought to be raised to push activity.

Social media, specifically Facebook and Twitter are the best options. They have tons of circles of people who'd be interesting in being active here, they just need to be reached, and for that, you need to think thoroughly how.
Discord regulars have a different mentality than anyone who'd stay for long-term on SC, don't waste your time with Discordians.
Even anonymity based apps such as Whisper have TONS of people who'd like this place, again, just need to go right about reaching the audience.

One of the bigger issues with advertising the place is how much has coasted on the invested history of it. I was able to lure some IRL friends of mine to S-C over telling them stories about the people and the place, but once there they didn't really know where to go from there.
A lot of people like "rules" and "structure" sort of like a writers prompt, finding it easier to know what to say when there's clearly designed constraints. This place is the opposite, building off the backs of the people more so than it's rules, so they just felt constantly out of the loop and would eventually lose interest. It's either that or they just respond with stuff like "Damn dude why would you even go to a website like that?".
Anywhere we try to post this we're liable to only attract a few people at a time... but that's actually a good thing imo.
