I think in this case it is a matter of specificity.  They both, technically, remove something, but it may have to do with the language in the definitions and the generality and use cases.  There's something to the context of what it means by "remove" which seems different, not sure how.  Obviate "eliminates" or "gets rid of" in a complete sense, while rescind "takes away" or "suspends" but it still sort of remains?  I don't know.
