That's just asking for users to spam random doxes as spam, like the Alexa Kiska incident. The point is moreover to keep it off the website itself.
Once the info is known it can be DMed anyway, only so much can be done.

Make it so that you do not need to confirm it is you to take down doxes. Anyone's personal information should not be on a "sociopath community" forum irrespective of whether that person is actually here.

Only rule I like is the banning bots one.
It's a hydra scenario, you ban one and they make two. In this case the only part that's bot scripted is the post content itself, and people adapt. 🤷
Pretty sure I've seen this happen when the Copypasta Chef was replying too quickly early on, making another account to reply with the other one from thinking something automated was going on. It's deleted on sight, which works equally well with less steps.
More damage tends to be done by making it into a louder topic of discussion, kind of like pedophilia subject, as then it makes a bigger stink than a few promotions that are deleted during the day.
Social wildfire strats mixed with proliferation of the intended subject, I wouldn't be surprised if the same ones doing it are the ones also being like "Zomg guys, look at this stuff!". 😏
