Clout opens the door for money, while money by itself tends to not float clout for very long.
Spotlight kind of sucks though, but the question to me feels like "Do you want one nice thing, or two nice things?".

Crowdsourcing can be a powerful tool of regeneration, while clout based on being rich already tends to only appeal to shallow people in the short term (and occasionally people like Spatial).
