Assuming the money is a large sum. 

Clout opens the door for money, while money by itself tends to not float clout for very long. 

Spotlight kind of sucks though, but the question to me feels like "Do you want one nice thing, or two nice things?". 

Money is the one time where "give a man a fish" can, in fact, lead to him eating for a lifetime—with the right savviness.

Clout is ephemeral. Sure it can help garner money but for how long and at what cost to yourself, your values and your personal life? Never forgo your values for the emphemeral.

If you don't have money, you won't  be able to deliver and no one will take you all that seriously and you won't have clout. 

Mark Zuckerberg lost 100 billion dollars building his Metaverse, and while he's still rich, he lost a lot of clout and had to shrink facebook by letting go of a shit ton of staff.

More money more clout. 

Money is less likely to require interacting with others. Clout kind of needs it. 

Money. People want money. When you have something people want it gives you clout.

You can rebuild through Clout while Money is fairly static. 

Take Alex Jones for example, he lost a shit ton of money, but his clout is how he has the room to bounce back. Crowdsourcing can be a powerful tool of regeneration, while clout based on being rich already tends to only appeal to shallow people in the short term (and occasionally people like Spatial).
