Lemme say it depends on motivation.
WHat's your motivation
I think whether or not an action can be considered good or bad depends largely on motivation. It would be the actual result of the action but no one is clairvoyant so there is no way of knowing the real consequences before actions have been performed. Also consequences themselves are probably linear and follow their cause, yet often one cause seems to result in many different outcomes. Consequences of actions are rarely only positive or negative so it is very difficult to judge by these terms. It is because of this that motivation becomes most important. We can judge and know our motivation. Of course there are also problems with this, as any devils advocate would point out with extreme examples of deluded figures of history etc who thought they had good intentions but were insane murderers. So it follows that motivation alone is also not sufficient. A necessary addition could maybe be called wisdom or right view of causes and their effects. So if my motivation is good and I think that an employed method has a high potential of succeeding then it is justified.
Good motivation and wisdom each can be illustrated by a continuum. For me the best motivation is altruism or compassion. So I would judge an action that is done out of altruism or care for others the best. In terms of wisdom the best is clairvoyance or complete knowledge of the consequences of actions. Both are very idealistic and difficult to reach extreme points but there are varying degrees of course along the continui. So if an action of violence is done with good motivation and if it achieves a good outcome it is very good and should be done.
