A very watered down version of this is available for free to use, online, so no need to have powerful hardware, it's online. It's as TC pointed out, the Stable Diffusion Ai.
I say watered down cause it won't let us make just anything.

I don't know how many times we can use it, but I've done quite a bit, maybe it's unlimited usage and limited time usage. Here's something I commanded it to make.
- A Robotic cat made of silver and gold with patterns ( I saw something of this nature done with the text to image, but the one I saw looked way better. I wanted to see if i could have made the same thing, but no.
- A cute woman laughing in a library add depth of field. ( This one is kinda mashed the other results were pretty bad too )
- Man and woman made of shiny metals embracing one another
Using it is simple. Just write what you want it to do.
The negative field is if you want to specify anything to leave out. This can rarely be used. I never used it. The advanced section has a slider so we can increase how closely the Ai follows our detailed instructions, leaving it on default is fine, while cranking it up might be undesirable.
That being the watered down version I'm installing this into my PC ( 10 GB of free space required ). I've also been looking into mods for it which is 1 reason why people are getting finer results.
I also ordered new thermal pads for the GTX Titan X, I will repair the GPU and bring it back to life. If we run this at home an Nvidia GPU with at least 10GB of VRAM is required. The thermal pads will arrive in 2 weeks, then I'll be able to let it rip. If I cannot fix the Titan, then someone is getting an RTX card. But really at this point it's just a toy, unless I can find a better use case for this, I won't keep it up.
