Again, I kind of get what he's saying but he can't put words together well enough to get the point across. 

Pretty sure he's saying "We put a lot of money into the environment, but other countries don't, so we're cleaning their air while they give us more air to clean. If they won't help us, fuck it, lets add to it with gas guzzling cars, because if they aren't ready then neither are we." 

In short, we need to pollute more to teach China and India a lesson, let them clean the air, then we can sign Green Deals. This is like something from a Captain Planet villain, weirdest revenge scheme ever.

They try to accuse him of CTE, but we can see from high school photos of him and an interview with one of his teachers that he's always been this way. 

I worry that him being taken as simple or incoherent will shroud the things he's actually trying to say, as his idea on how to solve the pollution problem is kind of awful but his critics just keep commenting on how they can't understand him.

I don't know if I'd call his heart being in the right place... 

The guy represents anti-abortion rights as someone who impregnated multiple women, writing checks for them to abort the kid, to the point of clear hypocrisy this early on. His solution to the climate problem is to make it worse so that other countries will pay for the problem instead. His idea of politics is "keeping the faith" through the use of holy water metaphors.

That really does sum it up. 

A lot of what keeps him motivated is feeling like he's being challenged by the situation. During many interviews where he was defending himself, rather than keeping it to topic he'd go on about the motivation behind those claims being thrown at him, and about how they will never be able to demotivate him because God is on his side (Pisces/Aquarian).
