what is your interpretation of what this poet is trying to express ?
They present a dichotomy of the type of people living in LA, represented by their relationship to the sun. The sun is a pretty staple presence in California, I am sure. To some, it's a positive one; to others, an oppressive one. The "rising sun" aspect has to do with that period of time where the two people cross paths. Although, one might ask: "Why not sunset instead of sunrise?" Perhaps sunrise is where the sun is entering the picture, and where it's also a natural overlap between the lives of the two types of people. Clouds would be heaven or hell, depending how one views the sun -- with the shade being good or bad.
That's a pretty straight-forward analysis. This is the author's view of life in LA, parsing it down to solar power. That's their experience. Perhaps contrasting the city's nightlife versus it's day time life. They don't necessarily cut the two in half symmetrically, but the contrasts are seen. Bringing to light (yes, a pun) the extremes that seem to have no middle-ground, to the author.
what does this ending line mean though- "and like no other city on earth, every day, the sun forces their little calculations. with no clouds to provide them a glimpse of hell nor heaven."

Well, he seems to be noting that people are pushed into their behaviors without reprieve, or assurances to the contrary.
However, isn't LA marinated in smog? That's hardly "no clouds". :)
