No one, at the moment. About all muting helps is the chat. While it basically minimizes posts, it doesn't do anything if they make a thread. Just ignoring someone is a better tactic, unless it's chat spam. (And even then you have to wait for that person to make a post in order to select mute. ...All of this is defeated if they just make another account, as well.)
