It may be possible to correlate with dates in office and information of the events. It is interesting to see the trends overall. It looks like the country has asked for certain things fairly often. (Also, the consideration of the various configurations of sign placements rather than any placement on its own might be a data point.)

Our presidents for a while have shown Leonine themes, Democratic ones being legitimate with Republican ones just being ascendants, until we hit Biden who's ascendant is unknown to us.
