The definition of fully vaccinated is very important. They are adding or may add a third booster to qualify as "fully vaccinated".

 Most of us are anti vax actually. While a lot of us who are vaxxed only did it so they can go back to work.

The vaccine isn't mandatory in Canada, that would cause an uproar.

Canada by ratio has less of it's population vaccinated than the US. So maybe you should adjust your focus and nag about something else for a change.
