When you are alone in your own home.
If you are a woman, then alone in your own home or if your boyfriend/husband is there with you (in your home).
It's different for men and women (obviously), women get more sympathy in public and men are seen as weak typically. Unless the man loses a child or wife, something that is critical to a familial structure, or cries over something achieved, then he is perceived as a lesser masculine figure, yet lots of times not weak. It's almost a delve into gendered neutrality.
I think this has to do with the notion that women need so be protected, men are the protectors, therefore at any moment that portrays unmasculine traits are highlighted.
Otherwise, in private, any time is appropriate. Crying is healthy.
It's appropriate to cry in places where it's not too gross to show your bellybutton :)
So not at the office or a formal event, but when you're with family and friends and the atmosphere is somewhat relaxed.
Trust is key.
It's not about sympathy or protection.
It's like taking a pee. You gotta go when you gotta go.
But some people get weirded out and/or aroused by it, or feel like they should tryta exploit you for it.
So only do it in front of people you trust, or when you're alone.
Or in places where you'd feel comfortable with your bellybutton hanging out :)
And yeah, if you're a teenage hottie with a 6 pack and your perfect bellybutton is always on display, people won't bother you for crying in public, either.

Well...
But some people get weirded out and/or aroused by it, or feel like they should tryta exploit you for it.
It rarely feels appropriate to cry. It’s humbling and exposes you. But I think it’s appropriate to cry (almost) always if it’s authentic.
Unless it’s me placing my big dingo up their pooper and whispering in their ear: “ go ahead lil bish, cry foo me dayuuum! “
Um. When you feel like it ?
Surprise. Emotions are intuitive.
