He was rewritten to be okay, he was not in the original materials. 

"The Grouch" has a way of making him meant to be seen as offputting, to justify to us that it's okay that he's homeless. Naturally as the world's become that much more PC they couldn't just keep him that way, just how they couldn't for a while keep Cookie Monster eating cookies.
