That is... People randomly filming them. I'm not going to argue how most people don't just randomly record the police, and how it doesn't mean every single day the whole entire place just whips out their phones and records the police TC.

I mean in most cases these days when people don't even trust them to be accountable over their own body cameras, people whip their phones out pretty much immediately as a response to confrontation.
