can tc see user IPs?

I think the site's set up to not show IPs but rather some sort of garbled hash code, but considering how people could just use TOR, proxies, or swap up their cell signal, even that much doesn't really mean anything.
People can also post images that fish for IPs as we saw during Luna's SC, so to answer your question: Technically anyone here can, but the data's fairly inconclusive imo.

When someone replies in a thread, you see two identical ips in a logger, allowing you to match the ip to the user
