Just because some people must have known, doesn't mean it was an intentional outcome. Large, multifaceted organizations like the government are disjointed. They totally knew the Afghans wouldn't fight, if not that would say something about US intelligence. Efficiency is important when it comes to military functions and surely their progress was being reported over the past 19 years after military personal were ordered to train them.

In all honesty, if I were in the Afghan military, I'd lose hope and give up too the very day the Americans left. This is the result of sparing punishment for misconduct, meanwhile the Taliban easily wouldn't tolerate this shit from their men.

The US does after all have a real military industrial complex, where those who profit from defense spending have their way time and time again with endless war.
When the US left Iraq they left behind weapons and vehicles which was then acquired by the enemy.
Now $83,000,000,000 worth of weapons, just left to an incompetent force paid for by US citizens, and again the enemy acquires it.
This is very profitable for Lockheed Martin who has the most to gain from providing weapons, not only to the US, but also enemies of the US, and it looks as though they managed another sell off.

100% agreed on all fronts. This exact scenario, ISIS-K involvement included, was entirely forseen. The fact is that the US don't give a good goddamn about their personnel in Afghanistan, nor about the mission in general.
