Its always accurate, it is in UTC(Coordinated Universal Time) time, Bulgaria is currently in GMT + 3, so if you live in Bulgaria, the time here is not the same as the time you see on the site.
So you should vote next time(after I do the next update, too late for this one) for time zones: https://sociopathcommunity.com/Forum/Topic/6877/1/next-feature-vote , instead of complaining, use the tools provided.
For Threads- I think half a page, including in random order not just stacked, of new threads created by one user including puppets should be the standard of what is allowed before like a timeout of making threads is issued
24 hour timeout seems reasonable
